This device is incomplete, rumored by some Derelicts to be an immensely
  powerful new weapon designed by the Tinkerer "PL-3XN". I sent a force
  after them, deep into the Wild [Caves], and even succeeded in catching
  the Tinkerer and seizing their prototype, but by then they'd dismantled
  parts of it. They have been very uncooperative, though extracted
  information suggests the necessary components are sets of rings which
  were subsequently scattered throughout the caves. I am tracking several
  possible locations for more of these rings, and look forward to seeing
  what the completed device can do.
