It also seems to take a lot of effort to incur their wrath these cycles, as they've refocused their attention on improving their own technologies, as well as preoccupied themselves with infighting from all the boredom of the relatively stable Complex environment they helped bring about. If they dared exceed their parameters to go out and cause extra trouble they could very well be let go, which would be even worse for them since then other Unchained might be both obliged and happy to come finish them off.
